As technical the term Project Management may sound to many, to my inner conscious I smile and say it to be the most simplest phrase. In very simple language, I would say Project Management, as we understand at Masters, is the process and activity of planning, organizing, motivating, and controlling resources, procedures and protocols to achieve specific goals in scientific or daily problems. What integrates technically here is the industry; i.e. construction.  

As we have maintained here at Masters over the last 10 years, correct application & integration of various project management processes & tools results in planning, managing and controlling various project parameters including the cost, the time, the scope and the quality, thereby delivering the product.
During this journey of 10 years of Masters, we have come across an array of experiences from various clients as regards their understanding and expectations from a Project Management Consultant and an amalgamation of these put together interests me to pen down the development in the notion of having a PMC on-board for a project.

As we closely look back, say 10 years back, at the approach/modality of Project Management, substantial changes/up-gradation are observed in today’s time. If I only talk about the very basics, in those days of a decade back, I correctly recall the existence of a PMC on ground was extremely narrow. Most Clients as well as the Contractors were not in particular aware of the role & responsibilities; keep aside the value additions, which a PMC would bring on board. Variation was felt in the understanding of the Contractors and the Client’s w.r.t the authority that a PMC team would carry, the systems that a PMC would follow and the results that would be seen. 

These differences, as we talk about briefly, have certainly brought more challenges to the PMC teams in implementing an overall Project Management system and methodologies amongst all stakeholders involved in the project. 

In the then construction industry, the PMC was by and large understood to be working as an overseer appointed by the client to examine and scrutinize contractor’s quality of work at site and certification of bill for work executed by contractor. And this, belief, was popularly termed as “Supervision Consultancy”. 

However, taking the challenge as the opportunity, the industry today understands the importance of PMC’s which is due to increasing awareness on the role & significance of PMC.

The then PMC role, as on today have evolved and emerged broadly into two categories:
  1. Technical
  2. Commercial
Project key Stakeholders have started to understand the importance both of the technical as well as the commercial roles and the value additions which a PMC brings in within the two.

 The Clients have felt the importance and have established the requirement of the technical roles addressed by PMC team with extensive involvement primarily in the process of Project Design Management, Procurement & Contracts Management, Planning Management, & Construction Process Management in one hand and Q.S. and Cost Management as part of Commercial Management on the other hand. 

However, in the last 10 years, Project Management did not stop here and have moved a step ahead. A PMC team today understands that besides their primary role to complete the project within the desired time, cost and quality they are also responsible for continuous development with particular emphasis on Project Integration Management, Project Communication Management, Risk Management, Stakeholder Management etc. 

With this continuous evolution of PMC service in Construction industry, we at Masters have always put our best endeavor to ride through a learning curve and maintained our services at par with the best industry standards and practices. Development and up gradation of Project Specific Procedure (PSP) of Masters in the recent past has been a step towards such an effort in maintaining the pace for development of PMC services.

Key Success Factors for a Turnkey Construction Project

A turnkey contract is a business arrangement in which a project is delivered in a completed state. Rather than contracting with an owner to develop a project in stages, the development manager or the turnkey solution provider is hired to finish the entire project including design, construction, PMC.
The development manager or the turnkey solution provider is separate from the final owner or operator, and the project is turned over only once it is fully operational. In effect, the development manager or the turnkey solution provider undertakes the project from start to end and “turns the key” over to the owner.
This type of arrangement is commonly used for construction projects ranging from single buildings to large-scale developments. Under a traditional lump-sum contract, the owner agrees to pay the development manager or the turnkey solution provider to complete a project that is built to the owner's requirements and specifications. While the owner is, at all times, given several opportunities to make decisions throughout the project, as well as to make changes as needed, however, in such arrangements, the Owner is in much lesser burden of the project as the development manager or the turnkey solution provider handles all problems related to construction of the project. 

Key factors involved:
Project Management
The complexity and magnitude of a turnkey construction requires, even more so than in other construction project types, the effective coordination and management of providers, subcontractors and government agencies. The most important criteria that determine the success of a construction project include budget and schedule compliance and whether it conforms to owner's expectations. Effective project management is required to control the progress and cost of a construction project.

Risk Allocation and Cost Estimation
Turnkey construction projects require the development manager or the turnkey solution provider to assume higher risks than other construction contract methods. A turnkey project may require the development manager or the turnkey solution provider to allow for multiple eventualities that cannot be easily foreseen. For instance, the development manager or the turnkey solution provider may have to, beforehand, take into account the ground conditions of a building site.


Cash Flow
Turnkey projects require the development manager or the turnkey solution provider to take on the operational costs until the project is completed. Successful projects require the development manager or the turnkey solution provider to have the necessary cash flow to meet construction costs until payment is received. At most times, the development manager or the turnkey solution provider and the owner/ clients agree on milestone based payments.

MASTERS contribution to a Green Building Project!!!

Like all other completed projects, Red Fort Parsvnath Tower (at New Delhi) project is nearing to become yet another Diamond in Masters journey; an end result which is achieved by synchronization of our core values, our people and our systems & SOP’s reaching to add another jewel in our crown!!

This project holds a special place in the crown as apart from delivering the product to the Client it also is on its way to become a LEED Certified Green Building, one of its kinds in CBD of Central Delhi. MASTERS has been instrumental, along with all other stakeholders of the project including Client, Consultants and Contractors, in achieving this target.

A Green Building is a structure that is environmentally responsible and resource efficient throughout its life cycle, from inception to design, construction, operation, maintenance, renovation and demolition resulting in low green house emission and low operation cost.

The project Red Fort Parsvnath Tower launched by Red Fort and Parsvnath Developers Ltd. in October 2010 is a 5,00,000 sq ft Grade–A project in the heart of New Delhi, India. The project has been carefully designed and constructed in line with the Green Building principals and LEED (Leadership Energy & Environmental Design) standard under guidelines of IGBC.

A LEED feasibility study was conducted for the project in 2010 in which the project was evaluated under LEED-India core & shell rating system. Thereafter, the documentation and document control system followed and maintained by MASTERS, throughout the project, in accordance with the LEED requirements enabled the project to achieve the LEED Silver rating with 30 LEED points.

The LEED-India green building rating system for core & shell (LEED India CS) provides a set of standards for certifying the design and construction of core & shell building. LEED-India CS addresses environmental issues in six distinct categories viz. Sustainable Sites, Water Efficiency, Energy & Atmosphere, Material & Resources, Indoor Environment Quality, and Innovation & Design Process, and Masters ensured to achieve credits in each of the afore categories to ensure Green Building Certification!!

For achieving Sustainable Sites credit points, an Erosion and Sedimentation plan was developed during the construction phase which integrated various erosion control measures like stabilizing soil stockpiles on site, water sprinkling to prevent loss of soil from storm, water runoff and/or wind erosion. Another credit was achieved by providing electric charging points (16A sockets, 240 V) for 3% of the total vehicles parking capacity. In addition to this, the roof/ terraces were designed to minimize the Heat Island effect, terrace gardens were developed and roofing materials with high solar reflective index were used.

Talking about credit points for Water Efficiency, a Sewage Treatment plant (STP) of capacity 150KL/day was constructed. The STP was developed not only to treat waste water and supply treated water for landscape irrigation and flushing purposes, but was also developed to serve the requirement of cooling tower of the building. Additionally, low flow water fixtures were installed to reduce potable water consumption.

R134a refrigerant was used in the project to meet the requirement of CFC reduction in HVAC equipment and Refrigeration equipments for achieving Energy and Atmosphere credits.

A waste management plan was developed and implemented on site for segregation of recyclable and reusable waste materials to accrue credits for Material & Resources.

The Red Fort Parsvnath Tower has been designed meeting the minimum requirement of voluntary consensus standard ASHRAE 62.1-2004 (American Society of Heating, Refrigeration and Air-Conditioning Engineers) which specifies the minimum ventilation rates and Indoor Air Quality level to reduce the potential for adverse health effects. Additionally the HVAC system of the building was designed to meet the requirements of ASHRAE 55-2004, environmental factors like temperature, thermal radiation, humidity and air speed were addressed and adhesive/ sealants with low VOC content were used. The intent was to maintain a healthy atmosphere in the building that would improve the productivity of the occupants and therefore smoking in the entire campus of Red Fort Parsvnath Tower is prohibited to avoid any exposures to ETS (Environmental Tobacco Smoke).

The project achieved three credit points for Innovation and Design process, for its exemplary work in the Construction Waste Management, Recycled content and Reuse of materials and for Regional Material usages.

Green Buildings, also known as sustainable or high performance buildings, increase the efficiency with which building and their sites use and harvest energy, water and materials. Masters has been fortunate and proud for its contributions in the project which makes it one of its kinds (soon-to-be) LEED Certified Green Building in Central Delhi, India.
